Full-Time ASSOCIATE COMPUTER MANAGER I

Job Description

JOB DESCRIPTION:

Under the general supervision of a Senior or Professional staff member, an Associate Computer Manager performs the following types of intermediate level paraprofessional duties:

Bibliographic maintenance; collection management and maintenance; equipment and software applications management and maintenance; network management; and other tasks of an intermediate paraprofessional nature as required by the individual library divisions.

Each employee must annually sign and successfully complete a results-oriented performance plan based upon the specific job duties for the position and upon the individual employee’s performance needs.


EXAMPLE OF DUTIES:

Collection Management

01.   Verifies collection development procedures and benchmarks.

02.   Coordinates and involves staff in an ongoing, written collection development plan.

03.   Implements appropriate training opportunities for self and others.

04.   Implements guidelines for system purchasing plans.

05.   Implements guidelines for system weeding plans.

06.   Implements procedures for the maintenance of the bibliographic and customer databases.

07.   Verifies the selection, acquisitions, and cataloging of library materials.

Fiscal Management

01.   Verifies procedures to ensure that public funds are received, recorded, deposited, and expended in an acceptable and honest manner.

02.   Implements procedures to gather input for the division budget.

03.   Coordinates system fund raising activities.

04.   Coordinates the preparation of bids and specifications for purchasing goods, equipment, supplies, and services.

05.   Verifies expenditures to ensure that funds are used in an appropriate, efficient, and timely manner.

Personnel Management

01.   Coordinates procedures to ensure appropriate and effective communication at all levels.

02.   Coordinates training opportunities for new employees.

03.   Implements quantifiable performance standards to be used as criteria for evaluating performance of self and others.

04.   Implements solutions to deal with problems associated with below standard performance of self and others.

05.   Implements incentive systems to recognize outstanding work performance in their division.

06.   Coordinates efficient and effective use of staff, helping employees focus work time upon activities that support agreed-upon system and division goals and priorities.

07.   Coordinates the documentation of work performance of self and others.

08.   Verifies employee work schedules (paid and volunteer) to ensure adequate staffing and the best use of available resources.

Program Management

01.   Implements a programming plan that advances the mission, roles, goals, and principles of the library system.

02.   Implements system guidelines for tours, outreach activities, and library sponsored events.

03.   Coordinates the appropriate use of meeting rooms and exhibit areas.

04.   Verifies procedures for exhibits, public performances, and other library-sponsored events.

Property Management

01.   Supports system property management plan.

Public Service Management

01.   Verifies procedures for the continual improvement of customer services.

02.   Implements quality reader’s advisory services.

03.   Implements quality reference and referral services.

04.   Implements quality customer accounts management services.

05.   Implements a quality staff-training program.

06.   Implements public relations plan to promote library programs and services.

Technology Management

01.   Implements short-term plans that identify and solve problems, help the library keep pace with the changing information environment, and increase the quality of library services.

02.   Implements a maintenance program for library technology resources.

03.   Coordinates public and staff utilization of computer and other technological resources.

04.   Verifies statistics that document the utilization of technology related services.


EDUCATION AND EXPERIENCE:

Para-professional responsibilities at a high level, normally working within established procedures and techniques, and with some supervision by a professional, but requiring judgment and subject knowledge such as is represented by a full, four-year college education culminating in a Bachelor’s Degree.

Graduation from an accredited college or university with a Bachelor’s Degree in computer science, engineering, or other closely related fields with extensive course work in computer applications, and relevant experience working in computer programming and/or network management and experience working with the public in a team management environment or an equivalent combination of education and experience.

 


REQUIREMENTS:

Must have the ability to help implement Board policy and Library Administrative plans and procedures, take initiative, work harmoniously with others, and accept responsibility for his/her own actions.

Must be able to operate and troubleshoot all equipment in the library division (computers, computer peripherals, telecommunications devices, etc.).

Must have knowledge of data processing equipment; technical report writing; compilation and analysis of statistical, fiscal and related data; UNIX, Windows, Microsoft Office, phone systems, networks (wired and wireless), email services, audiovisual systems, and building security systems; and a thorough knowledge of on-line programs used in the library environment.

Must have a basic knowledge of the services and programs offered by the public library.


PHYSICAL DEMANDS:

While performing this job the employee is regularly required to lift up to twenty‑five pounds, and occasionally up to seventy-five pounds.  Must remove parts and supplies from shelves at a maximum height of six feet; use hands to finger, handle, feel, or operate computer keyboards, tools, or controls; must reach with hands and arms.  Must be able to move about the area, talk clearly with customers, and hear customer responses.  Must have excellent close vision and good distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee is required to walk, sit, climb, balance, stoop, kneel, crouch, and crawl.


WORK ENVIRONMENT:

While performing the duties of this job, the employee regularly works in a library public service environment, business office environment, or shop environment.  May also work on grounds, in library equipment rooms, and may occasionally be required to work in library crawl spaces, on roofs, or in similar maintenance environments.
