WEBER COUNTY INFORMATION TECHNOLOGY – FULL-TIME WITH BENEFITS
JOB SUMMARY Under the general supervision from the Systems Analyst Team Leader, performs complex technical programming and systems analysis work. Analyzes, programs, tests, implements and documents computer software applications. Maintains and upgrades existing software applications. Installs and assists users in implementing proprietary software and installs hardware. Assists users with hardware/software problems.
MAJOR DUTIES (Any one position may not include all of the duties listed, nor do the listed examples include all duties which may be found in positions of this class.) Assesses needs and develops software systems as required by users (interviews, determines requirements, makes notes, designs system to accommodate needs). Tests and debugs programs. Documents programs. Assists users in implementing applications. Installs, trains personnel, assists with problems. Changes program code as required. Installs and assists users with third party software. Maintains, modifies, and upgrades existing software applications. Coordinates with users, communicating requirements and concerns to technical support staff and upper management. Designs, develops and creates application forms using such tools as; PHP, PL /SQL, ORACLE FORMS DEVELOPER, SQL Plus. Designs, develops and formats reports. Develops and maintains data transfer utilities between external sites / applications and internal applications / databases. Stays current in the field by consulting with outside vendors concerning software and hardware problems. Reads trade journals and advises users accordingly. Studies and develops proficiency with new proprietary software as required to assist users.

MINIMUM QUALIFICATIONS Graduation from a college or university with a Bachelor’s Degree in computer science, engineering, business administration, accounting, or other closely related fields, with extensive course work in computer science, AND Two to four years of increasingly responsible employment as a computer programmer, OR Any equivalent combination of education and experience. Extensive knowledge of methods, practices and procedures of programming for appropriate electronic data processing equipment; thorough knowledge of SQL PLUS, SQL REPORTS, SQL FORMS, ORACLE DATABASE, PHP, HTML, MICROSOFT OS and Office products, WORD and EXCEL; thorough knowledge of on-line (teleprocessing) programming methodology; considerable knowledge of systems technology; considerable knowledge of analysis and design techniques and quantitative methods; considerable knowledge of technical report writing.
Ability to apply effectively general principles to specific conditions; ability to communicate effectively verbally and in writing; ability to code complex program instructions; ability to reorganize, analyze and solve complex program problems; ability to research and evaluate systems needs and design procedures; ability to establish and maintain effective working relationships with employees, other departments and the public.
